ศูนย์เตรียมความพร้อมสำหรับเด็ก

มากกว่า 10 ปี ที่สมาคมสร้างเสริมเด็ก เยาวชนและครอบครัว (APCYF) ได้ดำเนินงาน “ศูนย์เตรียมความพร้อมเด็กก่อนวัยเรียน” ซึ่งได้จัดการเรียนการสอนให้กับเด็กชายขอบ ลูกหลานแรงงานข้ามชาติในพื้นที่ตำบลแม่ข่าและตำบลม่อนปิ่น อำเภอฝาง จังหวัดเชียงใหม่ ทั้งหมด 4 ศูนย์ ซึ่งมีนักเรียน จำนวน 120 คน อายุ ระหว่าง 1.8 – 3 ปี  โดยเด็กส่วนใหญ่ที่เข้ามาเรียนในศูนย์ฯ  ยังไม่มีเอกสารประจำตัวจึงทำให้ไม่สามารถเข้าเรียนในศูนย์เด็กเล็กของรัฐได้ พ่อแม่ผู้ปกครองเป็นแรงงานผู้โยกย้ายถิ่นที่มีความยากจน อีกทั้งในช่วงเวลากลางวันที่เด็กต้องติดตามพ่อแม่ทำงานอยู่ในสวนส้มต้องเผชิญกับความเสี่ยงกับสารเคมีและไม่ได้รับการพัฒนาเพื่อเตรียมความพร้อมเพื่อการเข้าสู่โรงเรียน

การให้บริการสำหรับเด็กในศูนย์เตรียมความพร้อม ได้แก่ การจัดกิจกรรมส่งเสริมพัฒนาการ 4 ด้าน และเสริมประสบการณ์สำหรับเด็กก่อนปฐมวัย จัดบริการอาหารกลางวันสำหรับเด็กฟรี ทางศูนย์เตรียมความพร้อม  โดยไม่เก็บค่าใช้จ่ายใดๆ  ให้การดูแลด้านสุขอนามัย  เป็นผลให้เด็กได้รับการพัฒนาเติบโตสมวัย เกิดการพัฒนาทั้งด้านร่างกาย อารมณ์ สังคม และด้านสติปัญญา ซึ่งพัฒนาการที่สมวัยจะช่วยส่งเสริมให้เด็กเติบโตอย่างมีคุณภาพ และต่อยอดความรู้ได้ด้วยตัวเองในการทำสิ่งที่ยากและซับซ้อนยิ่งขึ้นได้ ตลอดจนยังมีความสามารถในการปรับตัวและเรียนรู้สิ่งใหม่ ๆ ได้เสมอ ซึ่งจะทำให้เด็กมีความพร้อมในการที่จะเข้าโรงเรียนของรัฐ นอกจากนี้ยังมีการจัดกิจกรรมให้กับผู้ปกครองของเด็กเพื่อให้สามารถดูแลและส่งเสริมพัฒนาการของเด็กได้เมื่อเด็กอยู่ที่บ้าน

Background

Association for Promotion of Children Youth and Family or APCYF are a local non-profit association that was registered under Section 78 of the Civil and Commercial Code in Thailand. Since established in 2005, we have been working in Fang district of Chiang Mai, Thailand in the area close to the borderland between Thailand and Myanmar to ensure the equal rights of the immigrant children who are perched on the territorial and social edges of society, invisible to the institutions that typically support childhoods. In Fang district, there are over residing 100,000 undocumented migrant families. We have been engaging in the resilient community development projects along with the alternative learning centers in orange plantations and the scholarship projects to the address the lack of identity documentations, social protection and education among these migrant children.

Amidst the situation in Myanmar, where the military seized power and ongoing conflicts between the Myanmar military and ethnic minority groups persisted, local villagers faced economic challenges.  Migrant workers from Shan State, which shares a border with Fang District, began moving into the area as a continuous stream of labor migration. This movement occurred clandestinely through natural routes, which constituted illegal entry into the town.

In addition, a significant number of children (aged 13-18 years) arrived from Shan State in Myanmar, illegally entering Fang District, seeking refuge. Many of these children were ordained as novice monks because in Myanmar due to the conflicts between the ethnic minorities and the government, children were forcibly conscripted into the military. Subsequently, the parents of these children sent them to Thailand to escape these circumstances.

Activities

The organization aims to promote child rights and meet basic needs among children of migrant workers, youths, and their families through various initiatives:

  • Raising awareness and providing training on child rights and basic needs.
  • Facilitating language and educational preparation for children of migrant workers entering formal schooling.
  • Supporting children in continuing their formal education.
  • Providing counseling and assistance for children to complete compulsory education.
  • Advocating and coordinating with government authorities to ensure access to documentation, education, and healthcare.
  • Offering counseling and support for migrant workers to obtain legal working documents.
  • Conducting awareness campaigns on the effects of narcotics and alcohol on children and youth.
  • Building capacity among children and youth in areas such as group formation, democratic participation, and advocacy.
  • Empowering youth-led campaigns against alcohol consumption and child violations.
  • Advocating for the implementation of national policies to address alcohol-related harm.
  • Educating communities about the Child Protection Act.
  • Empowering migrant worker groups and networks.
  • Advocating for the inclusion of migrant representatives in local Child Protection Committees.
  • Promoting the development of local Child Protection Policies.
  • Supporting women migrant workers through savings and career development initiatives.

Preschool preparation center for children

For more than 10 years, the Association for the Promotion of Children, Youth, and Families (APCYF) has operated a ‘Preschool Preparation Center for Children,’ which has provided teaching and learning for marginalized children. These children, primarily from families of migrant workers in the Mae Kha Subdistrict area and Mon Pin Subdistrict of Fang District, Chiang Mai Province, are served by a total of four centers, with 120 students between the ages of 1.8 and 3 years old. Most of the children who attend the center lack identification documents, rendering them unable to enroll in state-run childcare centers. Their parents, who are migrant workers facing financial hardship, often take their children with them during the daytime while they work in orange orchards, exposing the children to chemical hazards. Consequently, these children have not had the opportunity to develop the necessary skills to prepare for formal schooling.

Services for children at the Preparatory Center include organizing activities aimed at fostering development in four key areas and enriching their experiences during early childhood. We offer complimentary lunch to children, along with hygiene and other essential care services, facilitating their holistic growth in physical, emotional, social, and intellectual domains. This comprehensive development nurtures children to mature with quality and empowers them to independently expand their knowledge, enabling them to tackle more complex tasks. Moreover, fostering adaptability and a thirst for continuous learning equips children for successful transitions into public schools. Additionally, we host activities for parents to support and enhance their children’s development at home.

Labor Potential Development

Labor Development Project utilizes the savings group process and the concept of ‘Self-help groups,’ which promote and encourage working women to form savings groups. These groups provide opportunities for borrowing, which can be used for daily expenses and to pursue careers according to their aptitudes. Through this initiative, benefits have been extended to working women and their families, providing them with savings and working capital. In the long run, this endeavor contributes to improving their lives, granting children educational opportunities, increasing family income, and reducing family problems.

Youth development

Youth development program involves promoting the potential of children of migrant workers by fostering critical thinking and problem analysis within their communities. It entails providing support through small funds to enable youth to form groups and engage in activities aimed at addressing various issues. Consequently, youths have organized activities to tackle problems such as reducing driving speed, launching campaigns to reduce alcohol consumption, repairing roads in villages, segregating garbage, and developing drinking water filters. These initiatives enable youth to gain insights into community development work, capital management, teamwork, communication, and more, thereby empowering them to contribute to the long-term development of their communities.

Personal Status Program

Another important task of APCYF is to assist children in obtaining legal personal status documents, such as birth certificates, identity cards, nationality certificates, and others, so that they can access the rights necessary for living, particularly in education and healthcare. During this period, APCYF’s team has collaborated with government and NGOs network organizations to compile profiles of children who lack identity documents. We are coordinated with the district office to issue identification cards for these children. As a result, many children have received identity and nationality cards in the Fang, Mae Ai, and Chai Prakan districts.

งานที่สำคัญของสมาคมฯ อีกงานหนึ่ง คือ การช่วยสนับสนุนให้เด็กได้รับสถานะบุคคลตามกฎหมาย เช่น ใบเกิด บัตรประจำตัว สัญชาติ และอื่น ๆ เพื่อให้เด็กได้รับสิทธิที่จำเป็นต่อการดำรงชีวิต โดยเฉพาะในด้านการศึกษา การรักษาพยาบาล โดยช่วงที่ผ่านมาทีมงานของสมาคมฯ ได้ร่วมมือกับองค์กรเครือข่ายภาครัฐและเอกชนในการช่วยจัดทำประวัติเด็กที่ไม่มีเอกสารประจำตัว ประสานงานกับทางอำเภอเพื่อทำบัตรประจำตัวให้กับเด็ก ส่งผลให้เด็กได้รับบัตรประจำตัวและสัญชาติเป็นจำนวนมากในพื้นที่อำเภอฝาง แม่อาย และไชยปราการ 

การพัฒนาศักยภาพแรงงาน

งานการพัฒนาสตรีแรงงาน โดยใช้กระบวนการกลุ่มออมทรัพย์ และ แนวคิด “กลุ่มพึ่งพาตัวเอง” ซึ่งได้ส่งเสริมสนับสนุนให้สตรีแรงงานได้มีการรวมกลุ่มออมทรัพย์ และเปิดโอกาสให้มีการกู้ยืมเพื่อนำไปใช้จ่ายในชีวิตประจำวันและเพื่อประกอบอาชีพตามความถนัด จากกิจกรรมนี้ได้ส่งผลประโยชน์ให้กับกลุ่มสตรีแรงงานและครอบครัวรวมถึงเด็กและเยาวชนได้มีเงินออมและเงินทุนหมุนเวียน ในระยะยาวทำให้พวกเขามีชีวิตความเป็นอยู่ที่ดีขึ้น เด็กได้รับโอกาสทางการศึกษา มีรายได้เพิ่มขึ้น ลดปัญหาภายในครอบครัว 

งานพัฒนาเยาวชน

งานพัฒนาเยาวชน เป็นการส่งเสริมศักยภาพของเยาวชนที่เป็นกลุ่มชาติพันธุ์และลูกแรงงานให้ได้มีกระบวนการคิดวิเคราะห์ปัญหาของเยาวชนในชุมชน และสนับสนุนเงินทุนขนาดเล็กให้เยาวชนได้รวมกลุ่มทำกิจกรรมเพื่อแก้ไขปัญหาของเยาวชน จากผลงานที่เกิดขึ้น คือ เยาวชนได้มีการจัดกิจกรรมเพื่อแก้ไขปัญหาเกี่ยวกับ การลดความเร็วในการขับขี่รถ การรณรงค์ลดละเลิกเครื่องดื่มแอลกอฮอล์ การซ่อมแซมถนนเข้าหมู่บ้าน การคัดแยกขยะ และการทำเครื่องกรองน้ำดื่ม เป็นต้น ซึ่งทำให้เยาวชนเกิดการเรียนรู้ในการทำงานพัฒนาชุมชน การบริหารจัดการเงินทุน การทำงานเป็นทีม การสื่อสาร และอื่น ๆ ส่งผลให้เยาวชนมีศักยภาพในการทำงานพัฒนาชุมชนของพวกเขาได้ในระยะยาว
